Federal Program Monitoring & Compliance
Lynwood Unified receives funding from state and federal programs designed to support student success. With this funding comes the responsibility to follow specific laws and guidelines to ensure the programs are effective, equitable, and properly managed.
What is Federal Program Monitoring (FPM)?
Federal and state laws require the California Department of Education (CDE) to monitor how local education agencies (LEAs), including school districts like Lynwood Unified, implement and manage these programs. This process is called Federal Program Monitoring (FPM).
The CDE reviews districts to make sure they meet both fiscal and program requirements in areas such as:

Title I (support for low-income students)

English Learner programs

State Compensatory Education
-
Physical Education
-
Educational Equity
How the Compliance Process Works
Each year, the CDE reviews data from school districts and selects some for either on-site or online reviews. Reviews happen on a rotating cycle (A, B, C, or D), and each district may be monitored every two years.
LEAs are chosen for review based on:

Past compliance history
-
Academic performance
-
Program size
-
Fiscal responsibility
Some LEAs are also selected at random.
What Happens During a Review?
During the review, the state examines district documents and practices to ensure funds are used as intended and required by law. The process may include:

Online documentation review

Site visits
-
Interviews with staff and administrators
After the review, the CDE provides a report of findings, which includes any areas that need correction and instructions for making those corrections.
