Classified Reclassification Study Requests

Welcome to the Personnel Commission’s Reclassification Study Information portal. This page provides classified employees, supervisors, and administrators of the Lynwood Unified School District (LUSD) with official guidelines, eligibility criteria, and submission procedures for position reclassification requests.

Under the provisions of the California Education Code, the Personnel Commission holds sole and final authority to classify all positions within the classified service. While the Board of Education retains the authority to assign and establish job duties to meet operational needs, the Personnel Commission is responsible for classifying those duties into logical, consistent job titles and salary structures.


1. Understanding Reclassification

In the classified service, reclassification refers to a change in the classification of an existing position due to a gradual accretion of duties over a period of time.

What is Gradual Accretion?

  • Gradual accretion means that higher-level duties and responsibilities have slowly accumulated in your position over a long, continuous period.
  • This is strictly contrasted with a sudden reorganization or the immediate assignment of completely new duties by management, which does not qualify as reclassification.
  • Job vs. Person: Position classification is concerned strictly with the job duties assigned and performed, not with the unique skills, personal qualities, or exceptional work performance of the individual employee.

2. Core Eligibility: The "2+ Years" Rule

Under Personnel Commission Rule 30.300, specific service requirements must be met for an incumbent to be reclassified with their position:

  • Service Requirement: To be eligible for upward reclassification, the incumbent must have a continuous regular service record of two (2) or more complete years in that position.
  • Defining Regular Service: Two or more years of regular service is officially defined as being assigned to the position for at least two (2) complete years within the established assignment basis of that class or position.
  • Subsequent Reclassification Bar: An employee who has been successfully reclassified within their position is ineligible for subsequent reclassification within that position for a period of at least two (2) years from the date of the prior reclassification action.
  • Alternative Promotion Opportunities: If an employee's position is reclassified upward but they do not meet the continuous two-year service requirement (or elect not to participate in the required promotion exams), they cannot be automatically reclassified. However, they will be given the opportunity to participate in the District's competitive selection and examination process for promotion.

3. The Open Application Window & Timelines

  • Annual Filing Period: Reclassification study requests are accepted ONLY during the official open application window, which runs from September 1 through November 30 of each fiscal year.
  • Review Schedule: All requests received during this open window are presented to the Personnel Commission for review. The Commission is notified of the request within ninety (90) days of receipt, and studies are conducted and resolved within the same fiscal year.
  • District-Wide Study Exception: During any fiscal year in which a comprehensive, District-wide classification and compensation study is being conducted for the classified service, no individual reclassification requests will be accepted, as all employees are already participating in the broader study.
  • No Retroactive Effect: Approved reclassifications become effective on the date prescribed by the Personnel Commission and cannot have retroactive effect. The effective date is typically set as the first day of the month following the Commission's action, or up to three (3) months in the future to complete testing.

4. What Qualifies (and What Does Not)

To maintain a logical and consistent relationship among different kinds of jobs, the Personnel Commission evaluates requests based on strict regulatory standards:

Gradual accretion of higher-level, more complex duties over a prolonged period.

An increase in the volume of work (doing more of the same level of work does not justify a higher classification; this requires budgeting more hours or reorganizing tasks).

Permanent, assigned changes to the core nature, scope, and difficulty of the job.

Outstanding personal qualifications, extra skills, or talent of the incumbent if those skills are not required or formally assigned to the job.

A demonstrable, ongoing shift in the level of supervisory authority or decision-making complexity.

Temporary assignments, out-of-class assignments, or duties performed due to the temporary absence of another employee.


5. Step-by-Step Submission Process

Employees who believe their assigned duties have gradually accrued higher-level responsibilities for two or more years should follow this process to request a formal classification study:

  1. Complete the Questionnaire: Download and complete the Classified Reclassification Questionnaire in its entirety. Incomplete forms will be denied and returned immediately without review.
  2. Submit to Your Administrator: Turn in your completed questionnaire to your site manager or immediate administrator.
  3. Supervisor Review & Comments: Your supervisor and site administrator must review your responses, complete the Supervisor/Administrator Comments section, and sign the document. Note: Employee work performance is not considered during a classification review.
  4. Submit to Classified Personnel: Once signed and completed by the administrator, the form must be submitted directly to the Classified Personnel Department.
  5. Study and Determination: Commission staff will review the questionnaire, verify your eligibility, conduct a study, and present findings to the Personnel Commission. Both you and your administrator will receive written notification of the Commission’s final approval or denial.
