Dear Lynwood Unified School District community,

We hope this message finds you well. We would like to provide you with an update on the progress of our negotiations between the Lynwood Teachers Association and the Lynwood Unified School District.

On October 21st, the district team and the LTA team held our first negotiation session. It was a productive meeting, during which the LTA presented eight articles for the district team to consider. The district team is carefully reviewing these proposals and are committed to providing thoughtful responses.

Our next negotiation session is scheduled for the afternoon of December 4th, where the district team will respond to the articles presented. Additionally, we have future sessions planned for December 9th and January 10th to continue discussions and work collaboratively toward a successful agreement.

We appreciate the professional and respectful dialogue during our first session and are optimistic about the ongoing process. We will continue to keep you informed as negotiations progress.

Dear Lynwood Unified Community,

We are pleased to share an update on the ongoing negotiations between the Lynwood Unified School District (LUSD) and the Lynwood Teachers Association (LTA). Our discussions have been productive and collaborative as we work toward agreements that benefit students, staff, and the broader community.

After five sessions, we have focused on the following key areas:

Association Rights

• The District currently covers 50% of the LTA President’s salary while LTA covers the other 50%.

• The initial proposal from LTA was that the District pay 100% of the salary for the LTA President to be fully released from a teaching assignment.

• The most recent proposal from LTA has requested the District to increase its share to 80%. The District is seeking more information on the President’s duties before making a decision.

• LTA also proposed release time for the Vice President, but the District has requested further clarification before agreeing.

Hours of Employment & Working Conditions

• To align with state law, the District proposed that teachers be on-site 30 minutes before class starts to ensure readiness and student supervision. This will address some of the issues at the high school level where teacher start time is the same as student start time.

• The District did not approve reducing the teacher work year by three days, as these days support professional development for teachers for serving English Learners, low-income students, and foster youth.

• The District agreed that Speech-Language Pathologists and Psychologists will follow a 185-day work calendar but did not approve a shorter workday due to essential preparation and reporting needs.

• The District did not agree to ECE work day and hour reductions. These reductions would impact the program that is currently offered to families in our community.

• LTA proposed eliminating adjunct duties hours for teachers.  The District shared that adjunct duty hours are essential in a school to ensure that critical non-instrutional activities are happening to support student success and school culture.

• The District proposed language in the event the District implements some type of digital sign in for all employees.  The language also indicates that should the District implement a digital sign in, the Association will be notified to meet and discuss the implementation of the new platform.

• The District proposed to remove the language regarding the Grade As One Committee and the Currriculum Development Committee.  The District shared that the current language does not support what is currently in practice and that one of the committees has not met since 2016.

• The District proposed that teachers update gradebooks weekly to improve communication with students and families.

• The District did not agree to the language proposed by LTA to compensate teachers when chaperoning an overnight field trip beyond the work day. The District did not agree to compensating teachers beyond the work day in case of an emergency. The District stated that teachers are required to remain with students to ensure safety and well-being. This is supported by Ed Code with the Teachers' Duty of Supervision along with a teacher’s responsibility during emergencies.

• The District proposed language when staff need to leave early and miss a staff meeting. First, the teacher needs to submit an absence for the time. Also, the teacher would be responsible for any information provided on that day.

• The District proposed that teachers provide alternative options for families if a teacher misses Back-to-School Night or Open House.

• The District did not accept language regarding the combination of lunch and second recess at the elementary level. The District shared that each school was different with lunch area space, and enrollment where this language will impact some sites differently. The District indicated that each school should determine the second recess time and whether it should be combined with lunch.

Class Size

• LTA proposed a student-to-counselor ratio of 300:1. The District did not accept this proposal but remains committed to supporting student needs.

• The District is reviewing a proposal to compensate teachers when students with disabilities are included in their general education classes and exceed class size limits.

• The District shared that we want to include our students with disabilities in general education settings as much as possible and if the student is on the teacher's roster then the teacher will be compensated should the class exceed the contractual class size.

We appreciate the open dialogue in these discussions and remain committed to finding solutions that support both staff and students. Our next session on February 27th will continue addressing key priorities, and we will keep you informed as negotiations progress.

Nos complace compartir una actualización sobre las negociaciones en curso entre el Distrito Escolar Unificado de Lynwood (LUSD) y la Asociación de Maestros de Lynwood (LTA). Nuestras conversaciones han sido productivas y colaborativas a medida que trabajamos para lograr acuerdos que beneficien a los estudiantes, al personal y a la comunidad en general.

Después de cinco sesiones, nos hemos centrado en las siguientes áreas:

Derechos de asociación

• Actualmente, el Distrito cubre el 50% del salario del Presidente de la LTA, mientras que la LTA cubre el otro 50%.

• La propuesta inicial de LTA fue que el Distrito pagara el 100% del salario del Presidente de LTA para liberarse completamente de su función de maestro.

• La propuesta más reciente de la LTA solicita al Distrito que aumente su salario al 80%. El Distrito está buscando más información sobre las funciones del Presidente antes de tomar una decisión.

• LTA también propuso tiempo de liberación para el Vicepresidente, pero el Distrito solicitó más aclaraciones antes de aceptar.

Horas de trabajo y condiciones de trabajo

• Para cumplir con la ley estatal, el Distrito propuso que los maestros estén presentes 30 minutos antes del inicio de las clases para garantizar la preparación y la supervisión de los estudiantes. • El Distrito propuso un texto que se utilizará en caso de que el Distrito implemente algún tipo de inicio de sesión digital para todos los empleados. El texto también indica que, en caso de que el Distrito implemente un inicio de sesión digital, se notificará a la Asociación para que se reúna y analice la implementación de la nueva plataforma.

• El Distrito propuso eliminar el texto relativo al Comité de Calificación Única y al Comité de Desarrollo Curricular. El Distrito indicó que el texto actual no respalda lo que se practica actualmente y que uno de los comités no se ha reunido desde 2016.

• El Distrito propuso que los maestros actualicen los libros de calificaciones semanalmente para mejorar la comunicación con los estudiantes y las familias.

• El Distrito no estuvo de acuerdo con el lenguaje propuesto por LTA para compensar a los maestros cuando acompañan a los estudiantes en una excursión nocturna. El Distrito no estuvo de acuerdo con compensar a los maestros más allá de la jornada laboral en caso de una emergencia. El Distrito declaró que los maestros deben permanecer con los estudiantes para garantizar su seguridad y bienestar. Esto está respaldado por el Código de Educación con el Deber de Supervisión de los Maestros junto con la responsabilidad de un maestro durante las emergencias.

• El Distrito propuso un texto que se aplicaría cuando el personal deba retirarse temprano y perderse una reunión de la escuela. Primero, el maestro debe presentar una declaración de ausencia por ese tiempo. Además, el maestro sería responsable de cualquier información proporcionada ese día.

• El Distrito propuso que los maestros brinden opciones alternativas para las familias si un maestro falta a la Noche de regreso a clases o la jornada de Open House.

• El Distrito no aceptó la redacción sobre la combinación del almuerzo y el segundo recreo en el nivel primario. El Distrito compartió que cada escuela tenía un espacio diferente para el área del almuerzo y la inscripción, por lo que esta redacción afectará a algunos sitios de manera diferente. El Distrito indicó que cada escuela debería determinar el horario del segundo recreo y si debería combinarse con el almuerzo.

Tamaño de la clase

• La LTA propuso una proporción de estudiantes por consejero de 300 estudiantes por 1 consejero. El Distrito no aceptó esta propuesta, pero sigue comprometido a apoyar las necesidades de los estudiantes.

• El Distrito está revisando una propuesta para compensar a los maestros cuando se incluyen estudiantes con discapacidades en sus clases de educación general y exceden los límites de tamaño de las clases.

• El Distrito compartió que queremos incluir a nuestros estudiantes con discapacidades en educación general tanto como sea posible y si el estudiante está en la lista del maestro, entonces el maestro será compensado si la clase excede el tamaño de la clase contractual.

Apreciamos el diálogo abierto en estas discusiones y seguimos comprometidos a encontrar soluciones que apoyen tanto al personal como a los estudiantes. En nuestra próxima sesión del 27 de febrero seguiremos abordando las prioridades clave y los mantendremos informados a medida que avancen las negociaciones.

Since the start of the 2024-25 school year, we have held regular meetings with the Lynwood Teachers Association (LTA) to discuss important topics impacting our students, teachers, and schools. These negotiations have been collaborative, and we continue working together to find practical solutions that will benefit our school community. Our next session is scheduled for February 27. 

As part of our commitment to communication and transparency, here are the latest updates on summer school, class size and health and safety:  

Summer School & Class Sizes

We discussed class sizes for summer school, credit recovery, and intersession and explained that class sizes typically balance during the first week. Setting strict limits on summer school class sizes could make it harder to offer the courses students need to graduate.

Teacher Leave & Time Off

• Sick days: LTA proposed increasing personal illness days from 10 to 12. However, under state retirement system (STRS) rules, the District will be financially penalized if teachers exceed their contracted work months. 

• Bereavement: LTA requested bereavement leave to include pets, but current state law only includes immediate family members.

• Catastrophic Leave: LTA requested that teachers be allowed to use catastrophic leave in partial days so they can stay in full paid status while recovering.

Safety & Health & Maintenance Requests

• LTA requested a new system for teachers to submit and track maintenance requests. The District shared that we currently have a system, but LTA clarified they want a separate system where teachers can check the progress of their requests.

• The District did not add heat illness prevention to the contract since California OSHA laws already provide these protections.

We appreciate the open and collaborative discussions with LTA as we work toward agreements that support great learning environments for our students and staff. Thank you for your continued support. We will provide more updates as negotiations continue.

Como parte de nuestro compromiso con la comunicación y la transparencia, aquí están las últimas actualizaciones sobre la escuela de verano, el tamaño de las clases y la salud y seguridad:   

Escuela de verano y tamaño de las clases

Hablamos sobre el tamaño de las clases para la escuela de verano, la recuperación de créditos y los períodos de sesiones, y explicamos que el tamaño de las clases suele equilibrarse durante la primera semana. Establecer límites estrictos en el tamaño de las clases de verano podría dificultar la oferta de los cursos que los estudiantes necesitan para graduarse.

Licencias y tiempo libre para profesores

• Días de enfermedad : LTA propuso aumentar los días de enfermedad personal de 10 a 12. Sin embargo, según las reglas del sistema de jubilación estatal (STRS), el Distrito será penalizado financieramente si los maestros exceden sus meses de trabajo contratados.  

• Duelo : LTA solicitó que la licencia por duelo incluya a las mascotas, pero la ley estatal actual solo incluye a los familiares directos.

• Licencia catastrófica : LTA solicitó que se permita a los maestros utilizar la licencia catastrófica en días parciales para que puedan permanecer en estado de pago completo mientras se recuperan.

Solicitudes de seguridad, salud y mantenimiento

• La LTA solicitó un nuevo sistema para que los maestros envíen y hagan un seguimiento de las solicitudes de mantenimiento. El distrito informó que actualmente tenemos un sistema, pero la LTA aclaró que quieren un sistema separado donde los maestros puedan verificar el progreso de sus solicitudes.

• El Distrito no agregó la prevención de enfermedades causadas por el calor al contrato ya que las leyes de OSHA de California ya brindan estas protecciones.

Dear Lynwood Unified Community,

Since the start of the 2024-25 school year, we have been meeting regularly with the Lynwood Teachers Association (LTA) to discuss important topics that impact our students, teachers, and schools. These negotiations have been collaborative, and we continue working together to find practical solutions that will benefit our school community. 

District and LTA representatives met on February 3 to initiate a collaborative dialogue concerning the Special Education department, with a particular emphasis on the elementary level. This meeting underscored our shared commitment to proactively identifying and addressing the unique requirements of our students with disabilities, ensuring they receive the specialized support and resources necessary for their academic and personal success.

Our next negotiation session is scheduled for tomorrow morning, February 27. 

As part of our commitment to communication and transparency, here are the latest updates on teacher evaluations, early retirement options, and teacher transfers: 

Teacher Evaluations

• The District is reviewing LTA's proposal that teachers with 10 or more years in the District be evaluated only every five years. Currently, teachers are evaluated every 2 years.

• LTA is also proposing that only a teacher’s immediate supervisor conduct evaluations. The District is reviewing this request.

• LTA requested that the District provide a list of trained evaluators by September 30 each year. The District is considering this to ensure consistency in the evaluation process.

Early Retirement

• The District proposed removing the Reduced Service Program (Willie Brown Act), which allows teachers to work part-time while receiving retirement benefits.

• Since there are no part-time teaching positions available, the District believes keeping this program is not in the best interest of students.

Teacher Transfers

We are working on finalizing how much notice teachers receive if their assignments change over the summer.

• LTA originally requested notification by July 15, but the latest proposal suggests notifying teachers at least 14 days before the first day of classes.

Como parte de nuestro compromiso con la comunicación y la transparencia, aquí se encuentran las últimas actualizaciones sobre evaluaciones de docentes, opciones de jubilación anticipada y transferencias de maestros:

Evaluaciones de maestros

• El Distrito está revisando la propuesta de LTA de que los maestros con 10 o más años en el Distrito sean evaluados solo cada cinco años. Actualmente, los maestros son evaluados cada 2 años.

• LTA también propone que sólo el supervisor inmediato del maestro realice las evaluaciones. El Distrito está analizando esta solicitud.

• LTA solicitó que el Distrito proporcione una lista de evaluadores capacitados antes del 30 de septiembre de cada año. El Distrito está considerando esta posibilidad para garantizar la coherencia en el proceso de evaluación.

Jubilación anticipada

• El Distrito propuso eliminar el Programa de Servicio Reducido (Ley Willie Brown), que permite a los maestros trabajar a tiempo parcial mientras reciben beneficios de jubilación.

We want to keep you informed about our ongoing negotiations with the Lynwood Teachers Association (LTA) as we work toward a new contract that prioritizes both student success and fair compensation for our educators.

At our most recent session on February 27, LTA proposed reducing the work year to 182 days for teachers, counselors, Early Childhood Education teachers, Speech-Language Pathologists, school psychologists, and adult school teachers. While this proposal does not include a general salary increase, fewer workdays would raise the daily pay rate.

This reduction in instructional and professional development days could have a significant impact on student learning and staff training opportunities. 

Below are a few examples that were included in the proposal from LTA.  These proposed reductions in workdays result in a significant increase in the daily cost for these positions: 

The Lynwood Unified School District is dedicated to being fiscally responsible as we continue these negotiations. We must carefully examine the financial effects of the LTA's proposal to determine its overall impact on our budget. This is especially important due to the uncertainty surrounding our school budget and the unpredictability of future funding from the state and federal levels.

We appreciate your continued support and involvement as we navigate this important process. We remain committed to working with the LTA to reach an agreement that benefits our students, staff, and the entire Lynwood Unified School District community. En nuestra sesión más reciente, el 27 de febrero, la LTA propuso reducir el calendario anual a 182 días para maestros, consejeros, maestros de educación infantil, logopedas, psicólogos escolares y maestros de escuelas para adultos. Dear Lynwood Unified Community,

We want to share an update following our ninth bargaining session with the Lynwood Teachers Association (LTA), which took place on Thursday, May 8, 2025.

We want to emphasize that what was shared was an initial proposal that is part of a broader, ongoing negotiation process. We are committed to reaching a fair agreement that reflects the dedication of our teachers and staff, maintains quality programs and services for students, and protects the long-term financial stability of the District. 

We value our continued partnership with LTA and look forward to ongoing, respectful dialogue as we work together on behalf of our employees.

Health and Welfare Benefits

Affordable, high-quality healthcare is a top priority for us all. In their proposal, LTA requested  District-paid coverage based on Kaiser HMO rates, along with a stipend for those opting out. While we understand LTA’s preference for Kaiser, it remains a costly option.

To address this, the District offers the Blue Shield Trio plan, a comparable, high-quality alternative that meets LTA’s stated criteria. Under this plan, the District covers 100% of the premium for individuals, 97% for two-party, and 92% for family coverage. These improved rates were made possible through a collaborative effort with CSEA, SEIU, and LTA to move into a health benefits pool and negotiate a direct contract with Blue Shield in January. This collective effort reflects our ongoing commitment to exploring options that keep healthcare affordable for our staff.

Class Size and Safety & Health Proposals

The District did not submit counterproposals on Class Size (Article XIV) or Safety and Health (Article XVI) at this session. This is because LTA identified their proposals on these articles as their last, best, and final offers during our session on April 24.

Their proposals include:

• A 350:1 counselor-to-student ratio at secondary schools

• Specific language regarding heat illness prevention, such as requirements for "cool-down" areas

The District has already responded to these issues in earlier sessions. For example:

• Our current counselor-to-student ratio at the secondary schools is 350:1. Additionally, we are using grant funding to increase staffing and continue supporting students’ social-emotional needs. 

• Including specific information regarding heat illness prevention in the contract is not necessary, as it is already mandated by CAL/OSHA, which we continue to follow. (See the CAL/OSHA website for more information) 

Since these proposals were presented as final, the District did not revisit them in this session.

We remain committed to working collaboratively and respectfully with LTA to reach agreements that serve the best interests of our students, staff, and the Lynwood community. We will continue to provide updates as negotiations progress.

Queremos enfatizar que lo que se compartió fue una propuesta inicial que forma parte de un proceso de negociación más amplio y continuo. Beneficios de salud y bienestar

Una atención médica asequible y de alta calidad es una prioridad absoluta para todos. En su propuesta, LTA solicitó una cobertura pagada por el Distrito basada en las tarifas de Kaiser, junto con un estipendio para quienes opten por no participar. Si bien comprendemos la preferencia de la LTA por Kaiser, sigue siendo una opción costosa.

Para abordar esto, el Distrito ofrece el plan Blue Shield Trio, una alternativa comparable y de alta calidad que cumple con los criterios establecidos por la LTA. Con este plan, el Distrito cubre el 100 % de la prima para individuos, el 97 % para dos partes y el 92 % para la cobertura familiar. Estas mejores tarifas fueron posibles gracias a la colaboración con CSEA, SEIU y LTA para integrar un fondo común de beneficios de salud y negociar un contrato directo con Blue Shield en enero. El Distrito no presentó contrapropuestas sobre el Tamaño de Clase (Artículo XIV) ni sobre Seguridad y Salud (Artículo XVI) en esta sesión. Esto se debe a que la LTA identificó sus propuestas sobre estos artículos como sus últimas, mejores y definitivas ofertas durante nuestra sesión del 24 de abril.

Sus propuestas incluyen:

• Una proporción de 350:1 consejero por estudiante en las escuelas secundarias

• Lenguaje específico sobre la prevención de enfermedades causadas por el calor, como requisitos para áreas de "enfriamiento"

El Distrito ya ha respondido a estas cuestiones en sesiones anteriores. Por ejemplo:

• Nuestra proporción actual de consejeros por estudiante en las escuelas secundarias es de 350:1 . Además, estamos utilizando fondos de subvenciones para aumentar la dotación de personal y seguir apoyando las necesidades socioemocionales de los estudiantes.
