Student Cell Phone Expectations

New Guidelines for Mobile Devices at School

Lynwood Unified School District has adopted new guidelines for the use of smartphones, mobile devices, and wearable technology on school campuses to reduce distractions, boost academic achievement, and support students’ mental health and well-being.In line with California’s Phone-Free School Act (AB 3216) — which requires schools to limit student phone use by July 1, 2026 — these expectations were developed with input from students, families, and educators. The policy was approved by the Board of Education on June 26, 2025 and takes effect August 13, 2025.

As a 1:1 District, all TK–12 students have access to school-issued devices for learning. Personal cell phone use is not allowed during instructional time unless there is an emergency. Parents who need to reach their student during school hours should contact the school office.

Why We’re Doing This

Let’s face it — cell phones are addictive. Constant notifications, social media, games, and texting pull students away from learning and connecting in real life. Here’s what the research shows:

  • 97% of students use their phones during the school day for an average of 43 minutes.

  • 72% of high school and 33% of middle school teachers say phones are a major distraction.

  • Excessive smartphone use among youth is linked to increased anxiety, depression, and other mental health issues among teens, according to the U.S. Surgeon General.

What the Rules Are — By Grade Level

Middle School (7–8)
  • In class: Devices must be off and stored away. Teachers may allow use for lessons at their discretion.

  • Lunch & passing periods: Use is not allowed to promote social interaction. If brought, devices should remain stored away.

  • During tests: Devices are not permitted unless the teacher says otherwise.

Elementary School (TK–6)
  • In class: Students are encouraged to leave personal phones/devices at home. If brought, they must be off and in backpacks during school hours.

  • Recess & lunch: No device use — we want students playing and talking to friends.

  • During tests: Devices are not allowed.

High School (9–12)
  • In class: Devices must be off or silenced and put away unless a teacher permits use for educational purposes.
  • During lunch & passing periods: Students may use a cell phone if it follows school rules and isn’t disruptive to the school environment.

  • During tests: Devices are off-limits unless a teacher gives permission for a specific purpose.

What Happens If a Student Does Not Follow the Policy?

We believe in supporting students in learning and making positive choices. When expectations aren’t followed, we provide opportunities for reflection and growth. However, continued disruptions may lead to more serious consequences.

2nd Time Device confiscated at teacher discretion Returned at end of day; family notified
3rd Time Device confiscated at teacher discretion Parent/guardian required to retrieve the device; potential loss of privileges for a set period
Repeated Offenses Meeting with admin & family Behavior contract, potential loss of participation in student-related activities, or other disciplinary actions

Teachers will remind students to silence and store devices at the start of class, use technology purposefully, and monitor use closely. Administrators will support teachers in consistently enforcing the policy and addressing any issues.

What Students Need to Know

We’re not banning technology — we’re teaching responsible use.

  • Use devices only when permitted by staff.

    • High School: Turn off and put away devices during instructional time.

    • Elementary/Middle School: Turn off and put away devices at all times.

  • Respect others online. No cyberbullying or inappropriate behavior.

  • Protect your personal information.

  • Enjoy online activities outside of school hours.

  • Ask a teacher or principal if you’re unsure about the rules.

  • Talk about it: Review these guidelines with your student so everyone’s on the same page.

  • Set an example: Support teachers and administrators in maintaining a distraction-free learning environment by reinforcing expectations at home.

  • Communicate with us: Reach out with questions or concerns about the policy.

  • Encourage balance: Support off-screen hobbies, activities, and face-to-face interactions.

  • Monitor use at home: Set routines like no phones during meals or homework.
